The Town of Waynesville Parks and Recreation Master Plan is a 10-year vision for the future of Waynesville Parks and Recreation. Waynesville is no stranger to recreation, as for the past decades, its elected officials and administration have treated parks and recreation as a community priority.

Waynesville’s 12 parks, including 2 indoor recreation centers, and greenways, all play an important role in shaping the high-quality recreation system residents and visitors enjoy today.

This plan builds on decades of investment and success by outlining a future vision that emphasizes resiliency, sustainability, inclusiveness, tourism, and community health.

When complete, the Town of Waynesville Parks and Recreation Master Plan will be a road map in the form of an implementation playbook. Through careful analysis of existing conditions, combined with thoughtful engagement with the community, the playbook’s short-, medium-, and long-term action items will guide recreation investment decisions over the next decade, building on the successes of the past.

Waynesville is developing a Master Plan for our Parks and Recreation system. Your input is vital to ensure our community's vision for the future is reflected in the plan. Please take a few minutes to complete our important survey and let your voice be heard!

Process

The Waynesville Parks and Recreation Master Plan was initiated in the fall of 2025 and is anticipated to be completed in the summer of 2026.

Throughout the project, the Town, in partnership with consultant WithersRavenel, will engage elected leadership, stakeholders, and the community at-large to determine needs and preferences, and understand current conditions by reviewing previous planning efforts, conducting on-site park facility assessments, mapping parks and facilities, and collecting demographic and recreation data.

To organize and clearly communicate the amount of research and engagement involved, the planning process is structured around three primary tasks which are outlined below. Three tasks have been broken down to simplify the great amount of research and engagement, all with the goal of establishing a clear 10-year vision and roadmap for the future of Waynesville Parks and Recreation.

Project Phases

Phase 1
Project Kickoff & Analysis (late 2025)

Phase 1

The Project Team, supported by Town staff, gathers relevant data, reviews past reports, sets benchmarks, and completes a level-of-service analysis.

Phase 2
Community Needs Assessment (early 2026)

Phase 2

The Project Team collects resident input through two public meetings and an online survey, drafts a vision for the Master Plan, and brainstorms future recommendations.

Phase 3
Project Vision & Finalization (mid 2026)

Phase 3

The Project Team refines recommendations and implementation activities, assesses funding opportunities, and finalizes the Master Plan document in preparation for adoption by the Town Council.
