Professional Engineering Services for Comprehensive Stormwater Infrastructure Mapping
The Town of Waynesville is seeking proposals from qualified firms with expertise in GIS modeling and stormwater master planning. The Town seeks to identify the best qualifying firm to provide professional engineering services related to a comprehensive stormwater mapping project.
The purpose of this project is to provide the Town with a comprehensive, up-to-date GIS inventory and database of the stormwater drainage system. This will include field-surveyed locations, detailed structure attributes, and data integration with the Town’s existing GIS. The work will involve field verification, integration of new data into the GIS platform, and development of accurate stormwater system map.
All the proposals will be received until Friday, January 30, 2026, at 4 pm. All proposals must be sealed and submitted physically and must be properly identified with “RFQ: Waynesville Comprehensive Stormwater Infrastructure Mapping”. Deliver proposals to:

Town of Waynesville Comprehensive Stormwater Infrastructure Mapping RFQ: FAQ Responses and Clarifications

Below is a list of recently asked and frequently raised questions about the RFQ. All other questions will be addressed at the selection stage. Thank you.
- Is this a Request for Proposals or Request for Qualifications?- This is the Request for Qualifications.
- How much have you budgeted for this project?- No budget number has been set yet. It is to be negotiated.
- Do the front/back cover, table of contents, and section divider pages count towards the 10-page limit?- Front / back, table of contents, cover and divider pages would NOT count- only numbered pages.
- Do resumes count towards the 10-page limit?- Resumes can be attached separately.
- How many printed copies of our proposal should we submit?- One.
- How detailed are you wanting the condition assessment? The RFQ includes Attribute Collection “Condition.” Would a quick visual inspection/picture of a structure do? –Visual inspection and attribute descriptions, as described in the RFQ, are expected.
- Does work include surveying any of the streams or doing erosion/condition assessment on open channels, correct?- No.
- Would you consider a submittal response to your RFQ from a firm with an engineering partner as part of our team?- Yes.
- Will the awarded consultant be updating existing XYZ locations for assets already mapped, or only for newly discovered assets?- Both.
- Is there a locational accuracy goal for the collected data?- The Town seeks the most accurate locations possible.
- What are the current stormwater asset counts (structures, conveyances, and detention ponds)? SCMs- 44, Outfalls- 268, Storm drains- 92, Grease traps- 25, Catch basins- 1,035, Pipes- 1,202.
- What's the estimated percentage of City assets that are currently mapped vs anticipated unmapped assets?- The project work should identify unmapped assets.
- What methods were used for the existing stormwater asset mapping?- The Town maps SCMs and outfalls using ArcGIS Pro.
- Are driveway culverts to be included in the inventory/assessment?- Only those directly connected to SCMs or storm drains/outfalls.
- Are the assets to be inventoried/assessed for this project solely City of Waynesville-owned and maintained?- Yes.
- Does the City have a “Condition Rating” scoring system in place, or will the consultant be recommending on this?- To be recommended by a consultant.
- There’s no mention of Pole Camera videos, photos, or CCTV in the RFQ. Confirming this is not required for this project.- It is not required, but the work should assist the Town with generating the best data.
- Does the City have an existing asset management system that the resulting data from this project will be integrated into?- Yes.
- The RFQ states that the Town is expecting stormwater GIS data to include X/Y/Z information as well as Rim and invert elevations. Does the Town expect elevation measurements to be survey-grade measurements? Is a specific horizontal and vertical coordinate system preferred? Are you expecting 'survey grade' (i.e. subcentimeter) GPS horizontal and vertical accuracy for the location of stormwater infrastructure assets that are mapped in the field? - This will be determined at contracting and based on costs and dependent on consultant’s recommendations.
- Do you have a tentative schedule in mind for when you'd expect this proposed work to be completed?- Within 1-2 years, with extensions possible based on mutual agreement.
The Town of Waynesville Recreation Department is seeking qualified and experienced contractors to provide renovation and restoration services for the ballfields at Vance Street Park and Recreation Park.
The project will improve playability, surface drainage, and field safety for community and league use. Interested contractors must demonstrate experience with similar FEMA-funded projects and should be familiar with all federal, state, and local regulations applicable to this scope of work.

The building is listed on the National Register of Historic Places as United States Post Office. It was constructed in 1907. The building conditions assessment will focus on the exterior of the building and include information about needed repairs along with cost estimates.
This Request for Qualifications (RFQ) provides information on the scope of the project and the information to aid in preparing responses. All inquiries regarding this RFQ must be in writing and submitted to the Town Clerk listed by the date identified in the project timeline. The Town of Waynesville is seeking proposals from qualified artists or artist teams to design and paint a public mural celebrating the town’s historic character.
The mural will be located on a highly visible exterior wall on Main Street and will prominently feature the iconic Main Street arch as it appeared in the 1930s. The goal is to honor Waynesville’s rich heritage and visually connect past and present for both residents and visitors.
