The Hazard Mitigation Grant Program helps reduce future disaster risk by funding projects that protect
homes, businesses, and infrastructure. Funding is available for eligible property owners impacted by past
disasters.
Who Is Eligible?
- Homeowners, business owners, and nonprofits located in designated disaster-affected areas.
- Properties must have sustained damage, be at risk of future damage, or contribute to overall community risk
reduction.
Available Types of Assistance
- Slope Stabilization: Stabilizes failing hillsides or embankments that threaten structures or infrastructure. Often used after
landslides or heavy erosion.
- Acquisition (Buyouts): Provides funds for local governments to purchase high-risk properties from willing owners. The land is
converted to open space and kept free of structures.
- Reconstruction: Rebuilds a demolished structure on the same property to meet modern flood and wind standards. Often
used when elevation is not feasible.
- Elevation: Raises a structure above base flood elevation to prevent future flooding. Helps homeowners stay in place
while reducing insurance and risk.
- Floodproofing: Applies mostly to non-residential structures, using barriers, sealants, or mechanical systems to prevent
water intrusion.
- Relocation: Moves an at-risk structure to a safer location on the same or nearby property to avoid hazards like flooding
or landslides.
- Wind Retrofit: Strengthens roofs, windows, and doors to reduce damage from high winds. Especially useful for mobile
homes and older buildings.
- Utility Protection: Elevates or anchors HVAC, electrical panels, fuel tanks, and other utility systems to prevent damage during
disasters.

- Structural Retrofitting (Non-Wind Specific): Includes seismic retrofitting, reinforcement for snow loads, or other hazard-specific building modifications.
- Safe Rooms (Storm Shelters): Construction of FEMA-compliant safe rooms to protect occupants during tornadoes or hurricanes.
- Soil Stabilization: Broader than slope stabilization, including vegetation or engineered solutions to prevent erosion around
property.
- Drainage Improvements (Local-Scale): On-property drainage measures as part of larger community projects to mitigate flood risk.
- Generators (Non-Critical Infrastructure): In select cases, small businesses may be eligible for generators to maintain essential operations.
- Green Infrastructure / Nature-Based Mitigation: Rain gardens, bioswales, or permeable pavement to manage stormwater and reduce flood risk.
- Planning-Related Assistance: In limited cases, support for engineering studies or risk assessments tied to project implementation.
